[Dsg-halld_plc] PXI Power Supply

We tested the PXI chassis with a power supply that doesn't fit just to see if that was the issue.

Lo and behold the new controller booted up just fine.

So we'll order a new power supply that has the proper dimensions and 2 fans (might as well replace both of them while we're at it).

So we're making progress on getting a functional spare again, no thanks to NI.
