[dsg-hdice] NMR sync program new work requests

Hello,

Xiangdong and I met to discuss the operation of the NMR sync program. The following points were given as a new work request:

1. The data file for NMR average X and Y values should also contain a column for the field readout values.

2. The FRS program should record the settings that are used for each run, whereas it currently records default values.
