[E12-11-009-collab] Proposal to measure GEn/GMn at 4.5 (GeV/c)^2 using charge exchange and recoil polarimetry

Please find a new proposal to PAC45 to measure GEn/GMn using recoil
polarimetry within the SBS apparatus Hall A. In addition to extending
the measured range of GEn/GMn to 4.5 (GeV/c)^2 in modest beam time,
this experiment will provide critical data on using the charge
exchange channel in future JLab measurements pushing to higher Q^2.

Most of you likely received this via the Hall A or C mailing lists, but
I wanted to highlight a couple of additional things to members of the
C-GEN (E12-11-009) collaboration.
Michael and I are co-spokepersons on this new proposal and see it not as
competition to C-GEN, but as part of a staged approach to successfully
reach the highest Q2 at JLab. If approved, the proposed ~100 hour
measurement would be grafted into the early part of the upcoming SBS
program and could run within the next couple years. Early validation of
the charge-exchange channel would provide invaluable input for the
very competitive C-GEN NPOL design.
This is not a formal joint proposal between the Hall C and Hall A
groups, but anyone is welcome to sign on if they find the project
compelling.
