[ee] proposal draft

Hello Everyone,

Although the original submission date for the CLAS collaboration review 
was last Friday, Ken gave us an extension of a few days. Nevertheless, 
this is also soon coming to an end, so it would be great if you had a 
chance to have a look at and comment on the current version of the proposal:

Vadim still wants to add something to sections 2 F and 2 G in the 
motivation before we submit. Figure 23 will not be quite ready by that 
time (as it takes a lot of time to prepare), but hopefully there should 
be no problem to add it during the review. Of course, there could be 
other additions as well before May 4, and there will eventually be input 
from the committee. However, it would be great if everyone could send 
comments for this first version by Monday, so that we in principle could 
submit on Tuesday. At least that seems to be a good goal! :)
