[ee] TCS and JPsi wiki

Hi Rafo,

This will indeed be a good page for the CLAS12 experiment(s). We will have to think a little which of the things you list below we would like to have here, and which on the general wiki. But before updating this page, could you perhaps change its name to “TCS wiki”? I think TLC usually means something different. :)
