[Eesic] Rack space for Hall C Qweak

Hey Everybody,

Hate it or not, we have to use existing rack space
in the Old Hall C racks for the additional electronics
that we will be installing to support Hall C's Qweak
Configuration.

I have taken over Rack HC01Z09 which is next too
HC01Z08 which is SEE bpms already.

Rack HC01Z09 will have IOCSE20 and IOCHLC
residing in it. Brad already knows that these IOC's will
have to be on extension cables.

There will be about 29 inches of vertical space left
in this rack if anyone would like to use that space,
