[Eesic] Changes to Hall C Qweak element list

Hello Everyone,

there were some changes and additions to the Hall C Qweak Beam line element
yesterday, from a meeting with Butch Dillontownes, Vacuum Group, EESIC 
group and
David Greene.

Here is the edited element list,
which has been forwarded to Rick Wolfley for the Song Sheet updating.
