[Eesic] Fwd: Tunnel Lock Up Planning

This is fine on my end, as long as they stick to it.  They like to start 
pushing things up and up once they get to locking up, and it leaves us 
with less time to troubleshoot issues.  The last two weeks have had no 
short supply of vacuum things popping up to troubleshoot, and we can't 
do it efficiently if they start locking up half of the day shift.
