[Eesic] Do not use CART 54

Hey folks,

Apparently "REVERSE" now = "FORWARD" on Cart 54, so when I tried to back 
it away from the charging station, it tried to put me into the brick wall.

So, I have submitted a work request, and it is sitting on the concrete 
barrier outside of the TED, waiting to be picked up.

With my foot on the brake, I carefully tested both positions of the 
switch (in case it was wired backwards), and both make the cart go forward.
