[Eesic] NL02/04 Power Outage next Week

According to Todd, each panel breaker outage will last several hours. This being the case, I suggest we stand by and once SL02 is powered down we can secure affected systems. Same will happen with SL04 after 02 is finished. Leo and Matt will monitor all things vacuum.
