A Message from EIC Project Director Jim Yeck
This is a short update on our efforts to move the EIC project into the final design and construction phase.
The US Department of Energy (DOE) scheduled a focused status review of the EIC project on August 5-7, 2025. It is important that the review is a success, and we are following a schedule to prepare for the review and ensure that we can properly address the questions enumerated in the review charge.
A major step in the preparation for the review was a Red Team review in late May. The committee provided feedback on our project delivery strategy, including the scope of the subprojects and plans for science during commissioning, and advice on many related topics. They supported plans for subprojects and encouraged us to design targets to press for a construction start for the first subproject in 2026.
The funding picture for fiscal year (FY) 2026 will remain uncertain for some time. The President's Budget Request for DOE in FY2026 is described in a document released a few days ago, "Budget in Brief<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.energy.gov_sites_default_files_2025-2D05_doe-2Dfy-2D2026-2Dbib-2Dv2.pdf&d=DwIFAg&c=CJqEzB1piLOyyvZjb8YUQw&r=d0KG5O9luo0FhuYP-_C2VbpBNln9iudksZOBnX13nypLFx5Y3VKB85tQJ8VLc-jR&m=R9EfT7LgJAga2_9JyZMhq-fnLiMHdnojfCIlTso4zUGHi6CcJ_kR9YxsAB_7fdVb&s=ya5ZR9_F5FpGo4xcSNez9E4N0pZFPQ7MnKVwpWi2Yrk&e= >."
Notably, the document includes the following statement: "Continued support for the Electron-Ion Collider construction project." This statement is very encouraging, particularly in these uncertain times. Unfortunately, there is a 4% decrease in the request for the DOE Office of Nuclear Physics relative to actual FY2024 funding. We continue to evaluate the implications of different funding scenarios and remain committed to our project goals.

Lab Immigration Updates
On May 8, 2025, the BNL Human Resources Office of International Services and Joint Appointments hosted a webinar/virtual information session with Paige Taylor, an external immigration attorney from Fragomen law offices, to update staff and provide important guidance on current immigration requirements. Hi Alex. Please tell us your job title and group: Mechanical Design Engineer, Triple-I Group/pfRICH Lead Engineer, Jefferson Lab
My job is to: design sub-detectors, like the proximity-focusing ring-imaging Cherenkov (pfRICH) detector, and work with the team that integrates these sub-detectors into the larger detector system.
Why is this important to the EIC?
Well, designing detectors is key because we're trying to bring new technologies into tried-and-true designs. RICH-style detectors have been around for a while and are great at identifying the particles that pass through them. But the ePIC detector for the EIC is totally new, so we have to adapt those existing designs to meet our specific space and performance needs.
The integration part is crucial, too, because nothing can be designed in isolation. Every component interacts with others, so we have to think through every detail. As a team, we focus on how to install, support, and remove each piece while making sure nothing conflicts with the rest of the system.

What's the most exciting aspect of your job?
>From a technical perspective, I'd say it's the steep learning curve. Every day, I'm learning new ways to apply different mechanical designs and techniques to tackle problems. Getting to work with much more experienced engineers has been an amazing opportunity for me as we keep pushing the designs forward.
On a bigger picture level, it's super exciting to be part of such an international team. I get to collaborate with physicists and engineers from all over the world-different labs, top universities, you name it-every single day. Honestly, I don't think there are many jobs out there that offer that kind of global interaction.

What is challenging for you and your group right now?
To be honest, one of the biggest challenges for me - and for a lot of the teams I work with - is the distance and keeping communication consistent and productive. If it were up to me, I'd love to have more face-to-face time with the people I work with daily, especially those putting in the hard work to design the ePIC detector. But, of course, we live in a digital world, so that kind of thing isn't always easy to pull off. That said, I'm lucky that the project supports me whenever I feel it's crucial to be on-site during a key moment.
Tell us about your career journey. I jumped right in when I started-within no time, I was working on EIC-related projects and leading the design of pfRICH's predecessor, the mRICH (modular ring-imaging Cherenkov). I actually ended up being the main engineer in charge of two competing designs and got to present both, which was a wild and rewarding experience.
I still think of myself as early in my Mechanical Engineering career, but this isn't my first rodeo. Before this, I spent nearly ten years handling contracts for the Department of Defense. Before that, I was a certified automotive technician. So yeah-I've lived a few different lives, and each one's added something unique to how I work and solve problems today.

Do you have advice for early career folks or those in your field?
It might be a case of "the blind leading the blind," but if there's one piece of advice I'd offer, it's to dive in with an open mind and a real willingness to learn. No one walks in knowing everything, and that's okay. What matters most is being curious, asking questions, and staying humble enough to admit when you don't know something.
There's a lot to be gained just from listening-especially to the folks who've been doing this for a while. Their experience is invaluable, and chances are, they've been exactly where you are now. Don't be afraid to reach out or ask for help. We're lucky to work alongside some truly outstanding people, and more often than not, they're just a message or quick conversation away.
Dive in with an open mind and a real willingness to learn. No one walks in knowing everything, and that's okay. What matters most is being curious, asking questions, and staying humble enough to admit when you don't know something.
That is some good advice that applies to all of us, I think. And what are some non-work facts about you?
I have two kids; my son is nearly three and my daughter is 6. I am always up to learn new things. I grew up in Kentucky and love my 'Cats [aka Wildcats, the team for the University of Kentucky]. My hobbies typically revolve around making or fixing things.

Finally, what excites you about the EIC?
To be fair, I don't fully grasp all the complex physics behind the detector, but I do understand the bigger picture. Every time we create a new tool to look deeper into the universe, we uncover things we never knew existed. That kind of discovery pushes the boundaries of what we know and opens the door to entirely new questions.
I'm genuinely proud to be a part of that effort. Even if my role is just a small piece of a much larger puzzle, it still matters.
There's something deeply fulfilling about contributing to something that helps move science-and society-a little further forward.
That's where my excitement comes from: the idea that what we're building today might help shape how we understand the world tomorrow.

Abhay Deshpande, recently named the Brookhaven Lab Associate Laboratory Director for Nuclear and Particle Physics. (Photo credit:
* Abhay Deshpande has been named Brookhaven Lab's Associate Laboratory Director (ALD) for Nuclear and Particle Physics (NPP), effective May 15. Abhay has been interim ALD for NPP since July 2024, and science director for the Electron-Ion Collider (EIC) since 2017. He's also a distinguished professor in the Department of Physics and Astronomy at Stony Brook University (SBU) and is founding director of the SBU/Brookhaven Lab Center for Frontiers in Nuclear Science.
Abhay's research involves studying the structure and dynamics of quarks and gluons inside protons and nuclei to understand Quantum Chromodynamics (QCD), the theory of strong interactions within the Standard Model of physics. His current work includes precision studies in QCD using RHIC along with the recently upgraded Continuous Electron Beam Accelerator Facility at Jefferson Lab.
Over the past four decades, Abhay has been involved in or led nuclear and particle physics experiments at multiple labs in the U.S. and Europe. He was one of the earliest proponents of the EIC (starting in the late 1990s). He has been a leader in developing the EIC science case and in initiating and organizing the users' community and detector collaborations around this project.
Abhay received his master's in physics from Indian Institute of Technology (Kanpur, India) in 1987, and his Ph.D. from Yale University in experimental high-energy particle physics in 1994. He became a Fellow of the RIKEN-BNL Research Center at Brookhaven in 2000. He moved to Stony Brook University as assistant professor in 2004, was promoted to associate professor with tenure in 2008, professor in 2013, and finally distinguished professor - the State University of New York's highest professorship - in 2021.

EIC Staff Win Big in Prizes - and Camaraderie - at Great South Bay Brewery
About 30 EIC Directorate staff attended the EIC Happy Hour on Wednesday, May 21, 2025, at the Great South Bay Brewery in Ronkonkoma, NY, situated right across from the Long Island Rail Road station - and won big for their efforts.
Besides using their expertise to help launch one of the world's most exciting and complex scientific projects, the EIC staff in attendance showed their trivial, that is, trivia prowess by sweeping the bar's Trivia Bingo contest - and winning an iPad!
Emily Plassmann-Yaniv, of the EIC Design Engineering Group, was the lucky winner of the popular tablet.
"These have been very worthwhile events," said Rich Muscolino, Deputy Division Director of EIC Technical Systems, who began organizing this monthly social event about a year ago with Warren Halbig, also Deputy Division Director of EIC Technical Systems.
The events are no host, meaning patrons pay for their own beverages and food while enjoying the company of their peers.
"There's typically been great attendance with good conversations," said Halbig. "We've only received positive feedback."
Tammy Dellaiacono, Technical Systems Administrative Assistant, and Kristine Lenza, Technical Systems Administrative Support, work with Muscolino and Halbig to schedule each event which averages about 30 people.
"Every event feels like an opportunity to connect with someone new," said Dellaiacono, who helps locate new and interesting watering holes.
About eight EIC Happy Hours have occurred since they kicked off and have continued to attract attendees keen on interaction.
"Happy Hours are always a lot of fun because you get to catch up with friends and colleagues that you don't normally see," said Kentaro Matsushima of the EIC Mechanical Engineering Group. "The conversations are livelier, and it's nice to be able to chat and laugh about what's going on in everyone's lives. Groups change throughout the night, so you get to experience a lot of different crowds!"

"It is important for staff to participate. [This event] promotes networking and provides opportunities for relaxation and social interaction beyond the typical work environment," said Dellaiacono. "It provides stress relief and a chance to relax after a busy day."

EIC Project Highlights: Bold-Faced News
* The Red Team Review occurred on May 20-21, 2025, during which plans for moving into construction were presented to the Project Advisory Committee (PAC). The PAC is chaired by Thomas Glasmacher, Director of the Facility for Rare Isotope Beams, and includes a handful of experts. This meeting will help the project prepare for the DOE Independent Project Review on Aug. 5-7, 2025.
* EIC received DOE approval to award three CD-3A long-lead procurement contracts: Detector PbWO4 Crystals, Detector Forward Electromagnetic Calorimeter Scintillation Fibers, and Superconducting Strand for Collared Magnets.
* Accelerator:
* The Electron Injector Review was held the first week of April. Tor Raubenheimer, who's the chair of the EIC Machine Advisory Committee, and Elmie Peoples-Evans, who is the project manager for the Advanced Photon Source (APS) upgrade project, chaired the review. The committee agreed that the design satisfies global and performance requirements; cost and schedule are being developed as part of the integrated subproject planning process.
* Infrastructure:
* Members of the EIC Infrastructure Construction Advisory Committee (IAC) met on April 16-17, 2025. In addition to the EIC team pictured below, the other members of the committee are IAC Chair Marty Fallier, who led construction work for the NSLS-II and is now retired, Peggy Caradonna from the BNL Modernization Project Office, Steve Cannella from BNL Campus Development, Elaine McClusky, who's retired from Fermilab and was the Long-Baseline Neutrino Facility project manager, Kent Hedin, who led the civil construction at the European Spallation Source in Sweden, and members of the Department of Energy. The committee discussed transitioning to construction, understanding design changes to the injector, and infrastructure scope.

* About 140 lead tungsten crystals have been received, as well as the first articles for the scintillating fibers for the forward electromagnetic calorimeter.
* The Data Aquisition Committee and Computing working group is working on a communication protocol and documented the plans. They are also moving forward to the next engineering test article for the Felix box.
* The ePIC Detector envelope was updated and shared, along with the new beam pipe design, with the ePIC Collaboration for the next simulation campaign. These changes were validated with the barrel ECAL, DIRC, and Micro-Pattern Gaseous Detector groups.
* Robert Caradonna has retired and will no longer serve as the EIC Federal Project Director. Tim Alba, Brookhaven Site Office, has taken on this role as EIC Deputy Federal Project Director.

* Dan Dunaief, a reporter for the Times Beacon Record newspaper, visited the Lab on April 25. Angelika Drees and Daniel Marx provided a tour in the RHIC tunnel and George Mahler provided a tour of the refurbished APS (now EIC) magnets in Bldg. 725.

* Charlie Folz provided an informative tour of the Relativistic Heavy Ion Collider tunnel and spoke about the planned EIC facility with senior staff from the New York State Energy Research and Development Authority (NYSERDA). NYSERDA's visit to BNL was the first stop on a state-wide tour of NYSERDA-funded projects, and recognized NYSERDA's contribution to the CBETA Energy Recovery Linac project at Cornell and the future EIC.

* Nobel Laureate Barry Barish, Linde Professor of Physics, emeritus at Caltech, President's Distinguished Endowed Chair in Physics at Stony Brook University, and a leading expert on gravitational waves, touched on the EIC during his April 25 talk at BNL on "Unraveling the Mysteries of the Early Universe." Barish shared the 2017 Nobel Prize in Physics with Rainer Weiss and Kip Thorne "for decisive contributions to the LIGO detector and the observation of gravitational waves."

Abstract
Understanding the fundamental structure of visible matter is a central goal of modern nuclear physics. At the heart of this effort is the imaging program at the future Electron-Ion Collider (EIC), which will provide unprecedented access to the internal landscape of protons, neutrons, and nuclei.
In this talk, I will introduce the core concepts behind imaging and explain how the EIC will enable us to achieve the finest-scale pictures of nuclear matter, with profound implications for our understanding of Quantum Chromodynamics.
I will also discuss the contributions and insights gained from current experiments at the Relativistic Heavy Ion Collider (RHIC), which have already advanced this effort through similar imaging techniques.
Finally, I will highlight the key differences between the RHIC and EIC programs and explore the major advantages the EIC brings to this next frontier in nuclear science.
About the Speaker
Dr. Zhoudunming (Kong) Tu is an Associate Scientist in the Physics Department at Brookhaven National Laboratory (BNL) and an Associate Adjunct Professor at Stony Brook University.
As an experimental nuclear and particle physicist, he plays an active role in the exclusive physics program at the future Electron-Ion Collider (EIC), contributing to both the scientific goals and the development of the next-generation Cherenkov detector for the ePIC experiment.
He is also involved in physics analyses within the STAR experiment at the Relativistic Heavy Ion Collider (RHIC). His research focuses on Quantum Chromodynamics (QCD), with a particular emphasis on color confinement-the mechanism that binds quarks and gluons within hadrons.
In addition to his experimental work, Dr. Tu is engaged in phenomenology, contributing to the emerging field of quantum information science in nuclear physics, including studies of quantum entanglement within the proton. He joined BNL as a Goldhaber Fellow in 2018 after completing his Ph.D. in heavy-ion physics on the CMS experiment at Rice University. Since 2021, he has served as a staff scientist in the Physics Department at BNL.
