[Eicpp_personnel] [EXTERNAL] Update from EIC Project Controls in Prep for CD-3A

The P6 working file is now frozen for the upcoming reviews. Attached are the draft critical path and near critical path by subsystem. Please review this to ensure it reflects your expectations.
As Luisella and Cathy have reported over the last few months, we will start practicing earned value (EV) beginning with August. In preparation for this, we asked the estimators to work with project controls to update P6 to reflect the work completed prior to 7/31/2023 and plan the work out beginning 8/1/2023. We have replaced the budget planned for work prior to 7/31/2023, with actual costs. Any work in progress or not completed was (replanned /pushed) to August 1 or later. This is a standard practice when preparing a baseline to ensure the plan does not have built in variances for work in the past.
To properly capture costs, BNL has opened account codes for CD-3a related design accounts (listed below). Please share these account codes with everyone working on design associated with CD-3a scope (below). They are also listed on the Account Listing on the EIC Home Page.
We will be collecting status on CD-3a plus associated design for EV reporting that will be provided for the Director's and DOE reviews. This includes required variance analysis reporting (VAR) on cost or schedule variances that exceed the thresholds (attached). Training will be provided for the VAR process.
In addition to the CD-3a and associated design, we will status R&D and design scope leading to CD-2/3. We will report earned value and produce variance reports on this scope, but will not require variance explanations until month end September.
We will also begin tracking changes to the CD-3a scope/baseline as part of EVM implementation. A change control log will be created to log all changes to the CD-3A baseline as of August 1, 2023.
In preparation for the upcoming reviews, practice drilldowns will be held with John Bielecki the week of 9/11 and have been scheduled on your calendars. John was the reviewer who asked the cost and schedule drill down questions during the LLP Cost Review in June.
Upcoming training is scheduled for September 6 from 1:00-2:30 for all L2/L3 Managers, Deputies and CAMs and will include:
