[Esh_manual_editor] Review Request - ES&H Manual Chapter 1400 Communicating Safety to Visitors

All:

"ES&H Manual Chapter 1400 Communicating Safety to Visitors" and its 
associated appendix was submitted for lab-wide review on October 5, 
2010. During this review the following concerns were expressed:

*Comment:*Subcontractor Escort capabilities were too limited.
*Determination: *It has been agreed that subcontract employees may 
perform escort activities in a limited capacity. Their Subcontracting 
Officer's Technical Representative (SORT) is to define these limitations 
on a case-by-case basis.

*Comment:*The visitor registration requirements where incompatible with 
current laboratory operations.
*Determination:*It has been determined that the visitor registration 
process has not yet been approved lab-wide and is currently under 
review.It has been removed from the chapter at this time.

The most substantive change to the chapter is the restructuring of the 
content to focus on escort requirements.

Because these comments and their associated determinations have caused 
substantive changes to the document it is requested that you review the 
drafts; and provide them to affected members of your staff as 
appropriate.All comments are to be directed to the ES&H Manual Editor 
(esh_manual_editor at jlab.org <mailto:esh_manual_editor at jlab.org> or 
simply reply to sender) by December 6, 2010.If you have no input at this 
time, a "no comment" response would be appreciated, but is not required.
