The Technical Point-of-Content for these documents is Harry Fanning, 
Accelerator -- Division Safety Officer (DSO), as such he played an 
integral role in the development of this material.Technical Reviews were 
provided by (in alphabetical order):Ed Folts, Physics -- Hall A; David 
Hamlette, ES&H Radiation Control; John Kelly, Engineering Safety Liaison 
-Confined Space Coordinator; Todd Kujawa, Electrical Safety Engineer; 
Bert Manzalk, ES&H Physics Liaison; Bob May, ES&H Deputy Director & DSO; 
Randy Michaud, Accelerator Operations; Tim, Minga, Fire Protection 
Engineer; Bob Sperlazza, Facilities Management & Logistics (FM&L) 
-Blind/Dig Permit Owner; Steve Suhring, Accelerator Operations.

The process has been revised to include the Jefferson Lab's Temporary 
Work Permits as Work Control Documents, when the principal hazard issue 
(associated with an unmitigated Risk Code >2) is addressed by the 
temporary work permit. The caveat being that if two or more temporary 
work permits are associated with the task, the Division Safety Officer 
determines if a (T)OSP is needed for the combined hazards.

It is asked that you provide these documents to affected members of your 
organization for review.Any comments are to be directed to the ES&H 
Manual Editor (mbailey at jlab.org <mailto:mbailey at jlab.org>) by June 12, 
2012.If you have no input at this time a "No Comment" response would be 
appreciated, but is not required.
