[Esr-users] Hall A warm return moved to ESR suction for CHL recovery work

CHL recovery work is done, and Hall A's warm return has been put back on CHL recovery.

Hall A's warm return has been moved to ESR suction to accommodate CHL recovery work.  Halls B and C are still on CHL recovery but for the duration of the work flow capacity will be reduced.  The work is expected to last for about 2 days.
