[Evpo] Revised Accrual for ODU - 17-C1093

I'm not sure if you have already done all the accruals for July, but I just found out that one of the individual from the above mentioned subcontract last date was June 30th.  I sent an email to Jessie to deobligate all remaining funds for that individual from the contract.

The attached shows which line needs to go back to 50%.  I highlighted the line to make it easier for you to find.
