[Evpo] Accrual Change/21-C0007

Sorry about this late change, Connie, but the supplier for the past six weeks has delayed leak testing for one reason or another.  The supplier finally started testing and it looks like it will be completed prior to the end of September.  The remaining open balance of Line 3 of Costpoint PO 21-C0007 should be accrued.
