Dear Sham,
sorry for the many typos.
Do you say that if I report progress it has to be based on an invoice that
matches the PO?
At this point we do not have any invoice received and probably will not 
by the
end of the month. The total accumulated time is 2 month by the end of 
this month,
hence the 2/12=16%
I have contacted the "vendor" but have not received any answer as of yet 
regarding
an invoice. The only thing I can report is that the "vendor" is working 
on the PR according
to the agreed upon deliverables in the contract.
Do you have any advice for me on how to proceed?
