[Fews] power outage and recovery

The accelerator site lost power last night for approx. 5 hours. This 
should not have been a problem for the FEWS since we are, in principal, 
covered by the emergency generator. In practice, however, there are two 
problems. 1) the battery backup for the bench was not plugged into the 
emergency outlet (blue and white checkered) and 2) there is no battery 
backup for the PLC so the small ((millisecond level) delay to switch to 
emergency power is enough to interrupt the process. There was no problem 
recovering this morning.
