[FFA_CEBAF_Collab] Hall C line for FFA

Colleagues, 

The Lambertson model has solved.  It needs major revision but the basic parameters, 380 cm length and 2.4 cm B plate, are sound.  I have updated the last page of the attached with that information and a bulleted list showing what needs to go between the arc dipoles.  Date changed on first page.
