[FFA_CEBAF_Collab] two FFA TNs

Colleagues, 

Attached please find the text files for two FFA-related TNs. The Lambertson file is new.   The Hall C file has been updated from the one sent out last week with an evaluation of whether the arc 2 dipoles can be reused at the bottom of the last page: they cannot due to inadequate cooling.   The latter is illustrative of why our installation and magnet groups have to use Citriclean on dipoles regularly: while the cooling passages were ample as designed for 4 GeV they are right at the edge at 11 GeV.   The Hall C file will be submitted to the TN repository with three supplements: Optim files for the Hall C layout and a scaled Hall B layout and a spreadsheet comparing Hall C 11 GeV lattices and orbits.  

I will begin working on a new Lambertson model today, taking into account the lessons learned from the failed one.
