[FFA_CEBAF_Collab] test beams

Colleagues,

Another possible justification for the LERF work.

Background: the MOLLER main detector folks have had to travel to Mainz 
for electron test beams.  They must schedule months in advance to get 
one or two days.  Similarly, SoLID calorimeter folks have run tests for 
a day or two at FNAL test beams at long intervals.  Test beams are in 
high demand throughout the HENP community.

Could the LERF installation be configured in at least the 650 MeV 
incarnation, if not both, with a test beam line? Or multiple lines with 
500 MHz RF separators?  These could operate as such only during main 
machine SADs, and perhaps only one month a year given Operations 
staffing, but would still fulfill a community need.  If the incremental 
cost is low enough, another point in favor of the upgrade.

For that matter, material irradiation venues are even rarer than test 
beams because the exposure duration is so long in most.  Perhaps the 
shielded region around the positron conversion target could be used for 
this en passant.
