[FFA_CEBAF_Collab] Lambertson for FFA

Colleagues,

Attached please find a draft TN on the redesigned Lambertson for the 
energy upgrade.  I will submit this to the TN repository next week.  It 
will be updated in about a month when finer-mesh models have solved, 
allowing me to compute Fourier harmonics for each beam in each of 18 
combinations of beam energy as outlined herein.

Comments and suggestions solicited.
