[FFA_CEBAF_Collab] Hall B line at 22 GeV

Colleagues, 

Hall B at 22 GeV.  pdf text and images, spreadsheet has lattices and orbits for two variations.  Magnets for A/B/C lines at 22 GeV are revisited on page 3 of pdf and magnets worksheet in spreadsheet. 

Hall D will be close enough to B design that I'm going to wait until there's an extraction scheme to get beam to D before I work on that line aka next year.   I note in this TN that it would be possible to resume polarized photon production in Hall B if we can't get beam to D.
