[G12] g12 publication authorship recommendation

Greetings,

The ByLaws of the collaboration are not specified for this unique situation.
The g12 blanket note is a new concept in CLAS, some of the contributors 
and authors of the g12 note were only limited members, which according 
to CLAS bylaw is not sufficient for authorship.
However, we in g12 are citing this blanket note and it seems appropriate 
to give credit where credit is due.
