[G12] g12 publication authorship recommendation

Greetings Eugene,

The topic was brought up because of those g12 members whom were limited CLAS members but contributed to the G12 analysis note, and are no longer members of CLAS. 
This scenario applied mostly to FSU, but since Volker declines, I think the topic is over.
