[G12] g12 publication authorship recommendation

[Eugene Pasyuk]

People who were collaboration members when the data were taken are eligible to be on the author list if they choose so even if they are no longer collaboration members. If they have problems with OPT-IN it is responsibility of lead authors to contact them and ask if the want to be on the list. We had similar situations in the past.
