[g13] guidelines for publications and presentations

  Ken,

You and Dave can decide what is appropriate for the hadron spectroscopy 
group, but the voluntary system has unfortunately not been working for 
g13. I agree that the need to suggest formal rules is a poor grade for 
us as a collaboration, but under the circumstances some rules to act as 
a reminder that the run group carries some shared responsibility for the 
data it presents could perhaps be advantageous.
