[g13] g13a Junk Run/File Cuts

I've finished determining the cuts for junk runs and files for g13a  
(for cross section calculations).  This wiki page goes over what I did:

Note that the study didn't include searches for neutral particles, so  
for reactions containing them additional studies should be done to  
remove runs/files were the EC wasn't behaving correctly.
