[g13] fiducial cuts

  Hi Paul,

It looks very nice. The torus field was 1500 A throughout g13 (the 1497 
in the run data base has the usual readout error, don't use it for 
GSIM). The only thing that changed was in the second half of the LH2 
runs in g13b, where the polarity of the field was switched. I guess that 
would require some adaptation.
