[G8b_run] Analysis Note for phi photoproduction/Julian's thesis.

Dear g8ers,

What do you think of me submitting Julian's thesis as an Analysis Note? I
would like to get the ball rolling for writing the paper.  In the case of
the low-statistics for phi-meson photoproduction, I do not think a 10%
(maximum, I am guessing) in knowing the degree of polarization is going to
really impact the final results much, given our systematic uncertainties.

Ken and I have exchanged e-mail messages on this matter.  He is not
opposed.  And I understand that the polarization note will come out soon. 
In the meantime, it would be good to have a review committee assembled so
as to review the analysis note on the phis from g8b.
