[G8b_run] Analysis Note for phi photoproduction/Julian's thesis.

Phil,

One risk is that the review committee might very well press you on the 
polarization systematics. This just means that the review process could 
possibly drift while the systematics are worked out. On the other hand, 
since Julian has moved on with other things, it might be best to get the 
analysis review rolling while the thesis is still fresh.

Another risk you might take is if the analysis is approved with the 
current polarization tables and systematic uncertainty estimates, and new 
values come out while you are dealing with the publisher. This might cause 
extra confusion. Since Ken should have new tables soon, this risk is 
probably small.

My instinct is that the lead authors should make the decision as to when 
the analysis is ready for review. As far as I am concerned, if you 
understand the risks and wish to move forward, I see no reason to stand in 
your way.
