[Halla12_software] Moved database io to our repository

I've moved the database_io directory from the clas repository to ours.

More importantly, there were some problems with the banks defintion
files where extra whitespace was being included when loading it into the
database, which has been fixed.  It was causing problems with hit
processing and going to the ROOT output.  I've updated the clas version
with this fix as well and loaded these onto our sql server. 

*Please make sure you're using a fixed version before loading anything
into the banks databases.*
