[halla_compton] Hall A Compton logbooks moved

Hi everyone -

I think I might have gotten one detail wrong.  Even if you had an 
account on the old Hall A elogs, you might have to register for access 
on the new server, unless you already have access to the Hall C 
polarimetry logbooks.

Anyway - let me know if you have problems.
