Minutes of Hall A Group Meeting September 10, 2013
1)	Thia Keppel
a)	From the senior staff meeting:
i)	Budget:
(1)	The most optimistic view says we?ll have a 2-month 
Continuing Resolution in FY14
(2)	The Office of Naval Research has announced that 
the FEL will get $0 in FY14 (bad news!)
(3)	We got some research funds from the end of year 
clearance by DOE (good news!)
(4)	SBS has been forward funded $657K for FY14 (more 
good news!)
(5)	Budgetary discussions with the Hall leaders are 
upcoming
(6)	FY14 budget is tight but ?OK?
ii)	Software review is schedule for November 25-26
iii)	Lab will need a data management plan. A draft has been 
circulated to relevant people (Ole in Hall A)
iv)	12 GeV Rebaseline was approved
(1)	CD 4b is moved to September 2017
(2)	Extends things out some, which isn?t good from the 
OPS funding point of view
(3)	Hall D solenoid is not settled (they some more in 
depth analysis)
v)	Mont is putting together a 3-year bar chart with the lab 
schedule for the Users
vi)	Foreign MOU?s are still problematic
vii)	Work is ongoing on the injector test facility
viii)	4 young investigator proposals went out (one of 
them was from Alexandre Camsonne) 
ix)	Hall D clean removal work in Blue Crab went well last 
week. Thanks to those who participated.
x)	At the end of September some GLUEX collaborators are going 
to SLAC re DIRK bars. If we are interested we should 
connect with them.
xi)	Hall B RICH review went well last week
xii)	Safety:
(1)	DOE Office of Enforcement has been more active 
lately (Brookhaven was fined)
(a)	Reviewed some recent cases at the lab.
(i)	In general involved unintended uses of 
various systems
(ii)	Message is think broadly when assessing risk 
factors (include where possible unintended uses)
(2)	Safety Walkthrough: we have reviewed the proposed 
document and provided feedback. Thanks to all who 
participated
(3)	Generic ESAD is being reviewed
(4)	2-page draft outline of guidance for work planning 
is coming out. Should help to define what paperwork 
needs to be done for what kinds of work
b)	Hall Readiness:
i)	OPS manual
(1)	Needs updating
(a)	Sent an e-mail outlining how to proceed
(b)	Select from 3 types of systems etc.
(c)	Develop safety systems checklists
(2)	Need signed off safety checklists
(3)	Need relevant OSP?s to start running
c)	DNP meeting this fall registration deadline is September 17. 
Staff are instructed to:
i)	Register, but do not
(1)	Click that the lab will pay
(2)	Click that you will pay
(3)	Commit to the banquet

2)	Robin Wines
a)	12 GeV:
i)	Raster system, Larry Phillips has agreed to do all the 
needed coding
b)	SBS:
i)	Coils are in procurement
ii)	Power supply awarded
iii)	Hydraulic items are out
iv)	Working on yoke modifications. Want to have them ready 
at the beginning of October
v)	Detailing the support stand
c)	Working on the tritium vent system
d)	Working on the GRINCH (mirror assembly drawings and the 
mirrors themselves
3)	Jessie Butler
a)	Checking out the cryo software
b)	Positioning the DVCS stand
c)	Re moving things into the Testlab, DVCS is done. Will need 
specifics on BigBite
d)	Will need some money for gas system and cryo installation
4)	Jian-Ping Chen announces that the laser lab will have a DOE 
site office visit this Thursday (9/12)
5)	Robin Wines expresses concern about the infrastructure or lake 
thereof in the Testlab
6)	Ole Hansen makes Hall A Data Analysis and Computing Update 
presentation
