Minutes of Hall A Group Meeting: February 27, 2018

1. Thia Keppel
   a. Senior Staff Meeting
     i. Voluntary Separation 30 apps (March 15th  will let applicant know)
     ii. Budget narrative out a week ago
        1. FY19 text says 19 weeks & flat budget – not possible! (but may be positive? Pressure to run?)
     iii. Funds here through 3/23 for FY18 at moment
     iv. Foreign travel new rules! Look for an email.
        1. China, need counter-intelligence briefing
        2. Any country on State Department training list – check it! (Americas + Africa are on it) ~5 hours 
             online $80 – good for 5 years
        3. Do travel arrangements early, ASAP! Need password to do training, might take weeks
        4. Expect Europe to come….
        5. < 45 days/calendar year total travel (total time out of country, 2 weeks vacation + 1 seminar = 15 
             days)
        6. > 45, 5 day classroom course in West VA 
           a. Cost will need Director approval
     v. 2/28 Property Validation deadline!
        1. Still have some outstanding….(Jack, Jessie, & Thia)
     vi. Showed multiplicity v/s time plot from accelerator – 5 day average goes above 3!
     vii. Hall C requested run extension!
        1. Brought up in Priorities meeting, lab needs to: 
          a. Evaluate impact on power bill, cryo maintenance, 3 days or 10 days?
          b. What would it take to do 1 more week?
          c. 12 week budget (incl 10 weeks Physics)
          d. Facilities has some contractors coming in around this time
     viii. Budget Briefing….slides….many! Including:
        1. Plan for long-term operations (re-invest in reliability) No spare Klystrons for instance
        2. Safety history (good)
        3. Science highlights
        4. 4 Hall operation
        5. MOLLER, FY19 (pre-project start) FY20 (Start) ------ FY25 (22-25 construction)
          a. Went up $27M ----> $32M
          b. HL – LHC FY25-28 complementary hadronic probe
        6. SoLID difficult to start FY21 if MOLLER FY20
        7. JLEIC, EIC2 (EIC Center) update
     ix. Budget briefing slides – 
        1. 3 Halls, 6 GeV…..below this budget now with 4 Halls, more cryo…(clear that we can’t go on like this)
        2. Weeks of operations
          a. Flat + col ----> 16 weeks
          b. Proposed 32 weeks
        3. FY18 $$ 12 weeks operation
        4. Additional beyond FY18 proposal
        5. Critical Mitigations….
          a. Start earlier in Fall
          b. Purchase cores for cluster 
          c. Reduce risk to cryo obsolescence 
        6. They actually asked how many more weeks could we run in FY18? – First time question came up!
        7. Flat & reduced Fall (16 weeks):
          a. Tritium at risk, no APEX
          b. 2 more weeks? Tritium ok
        8. Long term schedule (assuming 30 weeks of running)
          a. Seems like the message that we need to run longer is taking hold
        9. Capital equipment – more or less ~same
          a. Focused on weeks of operation
        10. Feedback good – 3 homework:
          a. MOLLER cost
          b. Accelerator/SRF R&D (how to define)
          c. LERF (trivial) 

2. Robin Wines
  a. SBS
    i. Completed ECal assembly parts
    ii. Continue on back  frame for ECal
    iii. Sandblasting of the counterweight pieces awarded to vendor
  b. Tritium
    i. Trying to find vendor to fabricate beam line shielding for the Fall run
  c. APEX
    i. Continue on septum support & carriage design
    ii. Q1 insert pieces awarded to vendor for fabrication
  d. PREX/CREX
    i. Continue on shielding support
    ii. Starting on beam dump shielding
    iii. Continue on septum support

3. Jessie Butler
  a. Spent the first part of the week working in the hall to swap the RQ1 power supply
  b. Took another hall access on Friday to look at a UPS that was showing signs of having bad batteries 
          (swapped out UPS batteries)
  c. Checked vacuum and removed some cleared equipment from hall
  d. Compiled list of tasks to be completed during this summer warmup
  e. Continue fabricating mounting blocks for ice management heaters
  f. Worked in Physics storage to start cleaning up our metal racks by removing the old used ones
