[Halla_parity] [PREX] Experiment status - Vacuum still bad

Dear collaborators,

after one night of pumping, the target pressure is around the 10-4 limit
to open the valves, it is not good enough and hints at another leak.
Ed requested some help from the vacuum group to do the leak check so
target cooldown is hanging at finding and fixing the leak, it will most
likely happen late in swing if at all.
So we will stay in restricted access all day for the leak checking.
Day shift is cancelled. Swing shift is cancelled with Target Operator and
stand by in case we are lucky and can start the cool down during swing.
Owl shift is on standby.
