[Halla_parity] PREX Experiment status update

The test for hurricane preparedness went well and CHL did not even crash
from the power cut. Target vacuum is in the 10^-5 so we will be cooling
down the target shortly. We will lock up as soon as the cool down is well
on track so around 5 PM.
The target operator will be required swing shift and SL and 3rd will be on
stand by and will be most likely called in when the cool down is done.
