[Halla_parity] PREX startup now Mar 17

There is another slip in schedule:  PREX will start
on Wed Mar 17.  Shifts are cancelled until Day 3/17.
If your shift was cancelled you'll still get credit
towards publication (6 shifts required).

The installation is going fairly well.  There were
some small hiccups, e.g. a vacuum leak, now fixed.
It's just a ton of work to get everything in place.

At today's PREX meeting (3 pm room A110) we'll try
to get a good picture of the remaining problems and
where we should inject manpower and resources.
