[Halla_parity] Compton Fabry-Perot Cavity

Dear All,

We got the new green Compton cavity in Hall A to lock to the fiber
amplified PPLN green laser successfully!

Although careful calibration of detectors are yet to be done, my rough
estimate is that it locked at around 60-70% of design power. Optics tweaks
and electronics tricks should bring the cavity to peak power in the coming
days.

With this major milestone achieved, the Compton Upgrade project is now
ready in full scope - green cavity, GSO photon detector, and microstrip
electron detector - for commissioning with beam for PRex.
