[Halla_parity] Current limits

All people working on HAPPEX should be aware of two administrative limits we
have established on beam current.
First, the target at present is not cooled. Therefore we will not put more
than 2 microamps beam on target.
Second, we have amplifiers installed on the cavity beam monitors to enable
running at levels down to 25 nanoamps and below. When powered, these
amplifiers can be damaged by high current. Unfortunately it is not trivial
to determine reliably whether the amplifiers are powered or not without
making an access. Therefore under no circumstances should the current be
raised above 2 microamps (target in or out) without the prior approval of
the run coordinator, who will be informed as to whether or not the
amplifiers are powered. (At present, they are.)
