[Halla_parity] PREX shifts

[Richard S. Holmes]

After some work in the hall, target vacuum is better but still a long way
from good. We are monitoring it but in the meantime: Target operator only is
needed for shifts through Tuesday Day. SL and 3rd should consider themselves
on standby.
