[Halla_parity] draft PREX-II proposal

Please find in the link below a draft of the PREX-II proposal
for your review.  This has been submitted to the Hall A
Coordinating Committee to review for Collaboration status.
In addition, a special technical advisory committee chaired
by Javier Gomez will review the technical issues.  Other
members of the TAC are Guy Ron, Pavel Degtiarenko, Matt Poelker,
Ed Folts, and Arne Freyberger.  This, however, does not
supplant the normal TAC process which takes place after
the PAC submission (July 1 deadline), i.e there are 2 TACs.
