[Halla_parity] PREX-II proposal

The Hall A parity collaboration is submitting a proposal 
called PREX-II to PAC38.

I plan to submit it Wednesday evening, so please send
comments, corrections, author changes, etc by then.

The Hall A Coordinating Committee has approved the
proposal for Collaboration Status last week, and a
specially-formed Technical Advisory Committee of experts
have been submitting critical commentary over the past
two weeks which strengthened the proposal.
