Hi Doug and Vince,

I checked the Barnard,Kaiser,Meissner paper and our code. Both have the energy dependence in 
E0,L0,P1-P5 multipoles in the Born terms and in the loop terms up to q^3. It does not have the  energy dependence in the loop q^4 term. Cole must have been talking about the 4'th order term. Sorry for the crazy suggestion.
