[Halla_running] Target operators needed

The target is cooled down and operators are needed for every shift.
1) We need a target operator for Fri March 13 swing.
2) Then we need target operators for owl shift
  every day from Sat march 14 to Wed march to Sunday march 22nd
3) We need day shift target operator for Sunday march 15th
4) We need swing shift TO for Tues march 17 and 18.

Lots of shifts to fill. MCC is implementing some optics changes with beam
in the accelerator and then will move on to 750 Mhz separator work.
