[Halla_running] Friday shifts on standby (except TO)

Hello everyone,

It seems that the accelerator needs to go into a reconfiguration time
starting tomorrow day shift. As such I would like to put the SL and 3rd
shift persons on standby until we get more information at the 7 45 meeting.

The TO is still NEEDED since we plan to keep the target cold through this
process.
