[Halla_running] [EXTERNAL] RC Status update

Moller measurement was performed last night. However, full spin dance is
cancelled until further notice. Hall will be in controlled access shortly
(before 10am or sooner) for the duration of DAY and SWING.

Magnet work on the septum power supply and water leak to commence, as well
as LQ2,3 faults.
