[Halla_running] [New Logentry] RC update: Delaying the bullseye scan, begining to start commissioning with the 5-foil optics

We have been unable to move the target to the single foil carbon target, so have decided to delay doing the bullseye scans.

We have moved to the 5-foil optics target, and are beginning to set up to start the detector commissioning program.

We're starting the trigger rate scan with ~1uA on the 5-foil target now.  GEM experts are working out the plans for their HV efficiency studies.

We are limited to 10uA overnight.

The beam will turn off ~0730 to allow the radiation survey at ~0830 for controlled access during day shift.
