[Halla_running] Hall A RC Update: Back to Beam Permit

Jessie put in a new turbo pump. All the pumps the tripped yesterday are
back on and running, the upstream vacuum was worked on by the vacuum on
call, and the problematic valve is again responsive. All work is done in
the hall.

A big thank you to Jessie who spent much of his weekend fixing things to
get us back up and running. Thanks Jessie!

We are now back in Beam Permit and we will shortly begin to check the beam
profile and check the raster.
